The Enchanted Flowers come from defeating Emilya, and the Purple Diamond is crafted via Corrupted Alchemy. You will need to have beaten at least Emilya and progressed through alchemy before you can craft this totem.

Uses

Place the totem block to summon Rhaegos, Lord of the Skies. Defeating him rewards 4x Corruption Core and 1x Netherite Block.

Tips

You need Enchanted Flowers from Emilya to craft this totem, so fight her at least once first.
Enchanted full Liquid Flame Armor is the recommended gear for the Rhaegos fight.
Bring Slow Falling potions to survive his aerial knockback attacks.
Destroy the crystals Rhaegos spawns before they despawn -- they deal massive damage to him.
